Pakistan’s Third Secretary Delivers Strong Rebuttal to India at the United Nations General Assembly

New York – In a bold and articulate statement at the United Nations General Assembly (UNGA), Pakistan’s Third Secretary Muhammad Fahim delivered a powerful rebuttal to India’s recent allegations, accusing New Delhi of state-sponsored terrorism and violating international treaties, particularly the Indus Waters Treaty. His remarks came during a heated session that underscored the ongoing diplomatic tensions between India and Pakistan, especially concerning water rights and regional security.


🗣️ Firm Response to India’s Allegations

Responding to India’s assertions at the UN, Muhammad Fahim categorically rejected the accusations leveled against Pakistan, asserting that India is itself the perpetrator of state terrorism in the region. He pointed to a long-standing pattern of Indian aggression, particularly in Indian-occupied Jammu and Kashmir, where New Delhi has been accused by multiple international human rights organizations of violating the rights of Kashmiri civilians.

“India is promoting state-sponsored terrorism, both within the region and beyond,” Fahim emphasized during his speech. “It is attempting to shift attention from its own atrocities and illegal actions in occupied Kashmir.”

Fahim’s address reflects Islamabad’s firm diplomatic stance on defending its sovereignty and highlighting India’s role in destabilizing the region.


🌊 Dispute Over the Indus Waters Treaty

One of the most significant issues raised during Fahim’s statement was India’s recent posture regarding the Indus Waters Treaty (IWT)—a landmark agreement signed in 1960 between Pakistan and India under the auspices of the World Bank. The treaty governs the distribution of waters from the Indus River system, which is a vital resource for both countries, particularly for Pakistan’s agriculture and hydropower sectors.

📜 Background of the Indus Waters Treaty

The Indus Waters Treaty allocates control of three eastern rivers—Ravi, Beas, and Sutlej—to India, and three western rivers—Indus, Jhelum, and Chenab—to Pakistan. The treaty has withstood wars and periods of extreme diplomatic tension, and has often been cited as a successful example of water conflict resolution.

However, in recent years, India has increasingly signaled its desire to alter or challenge the treaty, especially following terrorist attacks which it claims originated from Pakistani soil. In 2023, Indian officials publicly announced that they had sent a notice to Pakistan indicating their intent to modify the treaty, which Pakistan strongly condemned as a violation of international law.


🧑‍⚖️ International Court Ruling Reinforces Pakistan’s Position

Muhammad Fahim underscored the ruling of the International Court of Arbitration (ICA) on June 27, which reaffirmed the legality and continued validity of the Indus Waters Treaty. The court explicitly stated that India does not have the unilateral authority to suspend or alter the treaty.

“The international court has made it clear—India’s attempts to unilaterally suspend or revoke the treaty are not only unacceptable but legally invalid,” said Fahim.

This ruling has been a major diplomatic victory for Pakistan, and has strengthened its argument that India’s actions are provocative and a direct challenge to established international norms.


⚠️ Call to the International Community

During his statement, Fahim urged the international community to take notice of India’s increasingly aggressive postures, both in terms of its actions in Kashmir and its attempts to undermine internationally brokered agreements.

“The world must not turn a blind eye to India’s violation of international obligations. Peace in South Asia hinges on mutual respect and the adherence to legally binding agreements.”

He further warned that India’s actions risk undermining regional stability, particularly in the context of climate change, water scarcity, and rising geopolitical tensions across Asia.


🌍 Geopolitical Implications and Diplomatic Dynamics

The India-Pakistan rivalry is one of the most enduring and dangerous geopolitical conflicts in South Asia. With both countries being nuclear-armed neighbors, any escalation—especially around water resources or terrorism accusations—has the potential to destabilize the broader region.

India’s assertion that Pakistan supports cross-border terrorism has been a consistent theme in its foreign policy narrative, particularly after incidents such as the Pulwama attack in 2019. Pakistan, in response, has accused India of engineering false-flag operations, and of actively supporting terrorism within Pakistan through operatives such as Kulbhushan Jadhav, a former Indian naval officer captured in Balochistan in 2016.


🕊️ Pakistan’s Emphasis on Dialogue and Diplomacy

Despite the heated exchange, Pakistani representatives continue to emphasize the importance of diplomatic engagement. Pakistan has repeatedly called for resumption of bilateral dialogue, suspended since 2016, to resolve core disputes including Kashmir, water sharing, and cross-border terrorism.

Muhammad Fahim reiterated that Pakistan remains committed to peace, but warned that peace can only be achieved when mutual respect and international obligations are upheld by all parties.


🧾 UNGA as a Platform for Regional Accountability

The United Nations General Assembly has long served as a global platform for airing the grievances and perspectives of member states. Pakistan has traditionally used its time at the UNGA to highlight the plight of Kashmiris, counter India’s narratives, and advocate for the resolution of disputes through international mechanisms.

This year’s session, with the global focus increasingly shifting toward issues such as climate resilience, water security, and regional cooperation, has made Pakistan’s interventions particularly timely.


💬 India’s Response and Diplomatic Counterpoints

Following Pakistan’s statement, Indian representatives offered their own rebuttal, denying all allegations of state-sponsored terrorism and accusing Pakistan of harboring militant elements. India maintained its stance that Kashmir is an internal matter, while dismissing Pakistan’s references to international mediation as “unwarranted interference.”

However, international observers continue to express concern about India’s heavy military presence in Jammu & Kashmir, internet blackouts, and restrictions on press freedom—issues that have been repeatedly highlighted by Amnesty International and the United Nations Human Rights Office.


📊 Importance of Water Security in South Asia

With climate change exacerbating water stress across the subcontinent, disputes over transboundary rivers like the Indus have gained renewed urgency. Glacial melt, erratic rainfall patterns, and increased demand for water have turned the Indus basin into a potential flashpoint.

Both India and Pakistan rely heavily on the Indus River system for drinking water, irrigation, and power generation. Therefore, any perceived or actual disruption to the water flow could lead to severe humanitarian and economic consequences, especially in Pakistan, where over 60% of the population relies on agriculture.


🧠 Conclusion: Diplomacy, Not Provocation, is the Way Forward

Pakistan’s assertive response through its Third Secretary at the United Nations is a reflection of the country’s evolving diplomatic posture—one that combines legal grounding with calls for global accountability. As the Indus Waters Treaty continues to stand as a symbol of cooperation amidst rivalry, it also reminds the international community of the fragility of peace in the face of rising nationalism and unilateralism.

With tensions between India and Pakistan likely to remain high, the UN and international legal institutions must play a more proactive role in ensuring that dialogue prevails over confrontation, and that peaceful dispute resolution remains the cornerstone of regional diplomacy.
