Directorate General of Petroleum Concessions DGPC
Islamabad, February 12, 2026 – The Directorate General of Petroleum Concessions ( DGPC ) has initiated regulatory proceedings against three exploration and production firms over alleged violations of petroleum rules, Parliamentary Secretary for Energy (Petroleum Division) Mian Khan Bugti informed the National Assembly on Thursday.
During the Question Hour, Bugti said the DGPC issued show-cause notices on July 18, 2025 to Jura Energy Corporation, Frontier Holdings Limited, and Spud Energy Pty Limited under the relevant provisions of the Pakistan Petroleum (Exploration and Production) Rules, 1986 and 2001.
The action has been taken under Rule 68(d) and Rule 71(c) of the 1986 Rules, read together with Rule 69(d) and Rule 52(f) of the 2001 Rules.
“These rules mandate completion of the show-cause process as a prerequisite before any revocation or suspension of licences,” Bugti said, underscoring the legal requirement for due process.
He added that the companies have been directed to submit detailed explanations and supporting documentation, giving them the opportunity to respond to the alleged breaches, rectify violations, or propose reasonable compensation.
