KARACHI: The Public Accounts Committee of the Sindh Assembly has expressed its displeasure and indignation over the provision of incomplete records of 12 other audit paragraphs including projects worth billions of rupees by foreign funding in Sindh by the Planning and Development Department to the Secretary PND. After conducting an investigation against the relevant officers of PND who provided incomplete records of projects worth billions of rupees with foreign funding and other audit parameters, action has been ordered against the responsible officers.
While the PAC has directed the Secretary PND to submit the action report against the responsible officers of the department in a week in the next meeting.
On Monday, the meeting of Public Accounts Committee of Sindh Assembly was held in the committee room of Sindh Assembly under the chairmanship of Chairman Nisar Ahmad Khoro. In the meeting, the audit paras of the Planning and Development Department from the year 2019 to the year 2021 were reviewed. In the meeting, the Planning and Development Department could not provide a complete record of 12 audit paras, including projects of billions of rupees funded by foreign funds in Sindh.
On which Chairman PAC Nisar Khoro inquired from the Secretary of PND Department that when the projects worth billions of rupees run by foreign funding in Sindh are included in the Sindh Budget Book, why is there no record for their audit? Nisar Khoro said that projects worth billions of rupees run by foreign funding in Sindh are not exempted from monitoring and audit.
PND is the mother department of all the departments, then providing incomplete audit records is in the category of negligence. On this occasion, PND Secretary Javed Sibghatullah Mehr told Chairman PAC some time ago as Secretary. Since PND has been appointed, time should be given to provide the records. Chairman PAC Nisar Khoro said that PND is an important department, therefore whoever the officers may be, the department should provide all the audit records.
