The federal government has introduced the Pakistan Honor Card Scheme for the tax year 2023 to encourage and provide special incentives and facilities to the top taxpayers belonging to other categories including the country’s major taxpayers and exporters.
Under the Pakistan Honor Card Scheme, these cards will be issued for a period of one year to the top taxpayers receiving the award from the Prime Minister at the Tax Excellence Awards ceremony held on March 26, 2024.
According to the notification issued by the Federal Board of Revenue (FBR), under the scheme, the top taxpayers holding the Pakistan Honor Card will enjoy benefits and facilities for one year from the date of issue of the card. The top taxpayers of each category will receive the award from the Prime Minister at the Tax Excellence Award ceremony to be held on March 26, 2024.
According to the notification, Pakistan Honor Cards will be issued to 9 major exporters under the scheme and two each from chemical products, food products, leather, machinery, pharmaceuticals and sports goods sector depending on the exporter’s sectors. These cards will be issued to the exporters.
Besides, these cards will be issued to one of the largest exporters in other sectors including steel and metal products, paper and plastic.

The FBR said that the top five companies with the highest income tax payers among the highest income tax payer categories as well as the highest tax payers from the Association of Persons (AOPs) category. These cards will be issued to AOPs.
Pakistan Honor Cards will be issued to the top 5 individual taxpayers who pay the highest amount of tax among the individual taxpayers, according to the document, the top two new taxpayers who pay the highest amount of tax in the category of new taxpayers will also be issued the Pakistan Honor Cards. Apart from this, Pakistan Honor Cards will be issued to the top three taxpayers in the SME sector as well. will be made on the basis of the entire amount of tax paid as per the statement and tax return submitted.
Apart from this, he/she will be eligible for Top Tax Payer Pakistan Honor Card with no arrears of tax dues, similarly the eligibility criteria for Association of Persons, Companies and Individual Taxpayers will be the same. They should not have any tax liabilities and it should not be a case of tax demand or any tax dispute case or injunction by any court, apart from that no criminal proceedings are going on in any court.
The document further states that top taxpayers and exporters holding Pakistan Honor Card will be given access to CIP and VIP lounges at all airports managed by the Pakistan Airports Authority, however, airlines Self-managed lounges will not be covered.
Fast-track clearance facility will be provided at immigration counters, official passports will be issued to Pakistan Honor Card holders, similarly top tax payers will be invited to the annual dinner with the Prime Minister.
The top taxpayers in each category will be selected on the basis of information provided to FBR by Pakistan Revenue Automation Limited along with verification certificates, the documents said.
The document further mentions that the facilities and benefits available to the top taxpayers under the Pakistan Honor Card will be for a period of one year, which will be applicable from the date of issue of the card.
