Islamabad: Government Approves Security Grant Amid Rising Security Concerns

In light of the deteriorating security situation in Balochistan, the government of Pakistan has approved a significant financial package of Rs 1.79 billion for the security of the Reko Diq Gold and Copper project. This decision comes as part of broader efforts to ensure the safety of ongoing mining operations and foreign staff working on the project.

Background: The Importance of the Reko Diq Mining Project

Reko Diq, one of the largest undeveloped copper and gold deposits in the world, is located in the Chagai district of Balochistan. The project is a joint venture between the Government of Pakistan and Barrick Gold Corporation, with substantial foreign investment aimed at developing Pakistan’s mineral resources. Ensuring the security of this project is crucial not only for economic development but also for fostering investor confidence in Pakistan’s mining sector.

Finance Division’s Role and ECC Approval

On January 14, the Finance Division presented a summary requesting a technical supplementary grant of Rs 1.792 billion to cover security charges under the Security Services Framework Agreement. This agreement was signed between Reko Diq Mining Company, the Government of Pakistan, and Frontier Corps (FC) Balochistan (South).

Initially, the Finance Division had only supported the allocation of Rs 286.987 million. However, the Economic Coordination Committee (ECC), in its February 3 meeting, deferred the decision and instructed relevant stakeholders, including the Interior, Finance, and Petroleum Divisions, along with FC Balochistan (South), to determine the actual amount required. After deliberation, the ECC approved the full amount in its latest session.

Clarification on Security Fund Utilization

Following the ECC’s instructions, a meeting was held on February 6, chaired by the Home Secretary. During the meeting, the Finance Division clarified that the funds provided by the Reko Diq Mining Company as “Support Allowance” were not intended for FC salaries. Instead, the funds are designated for miscellaneous security-related expenses to ensure uninterrupted operations at Reko Diq.

The Ministry of Interior confirmed that the FC Balochistan (South) Headquarters in Turbat had stated that the “Support Allowance” under the Security Services Framework is allocated for security expenditures and does not include FC personnel salaries. Given this, the Finance Division recommended that the ECC approve the Rs 1.792 billion security grant from the funds received from Reko Diq Mining Company.

Strategic Importance of the Security Grant

The approval of this grant ensures that security forces can continue their mission to protect the Reko Diq project and its personnel. The FC Balochistan (South) plays a vital role in border control, internal security, law enforcement, and counter-terrorism operations. The deployment of FC personnel at Reko Diq is part of the government’s broader security strategy to safeguard national assets and encourage foreign investment in the region.

Reko Diq’s Contribution to Local Communities

While the Reko Diq project is still in its early stages, its positive impact on local communities is already being seen. The Reko Diq Mining Company has initiated several social welfare projects, including the establishment of Indus Hospital and the Hunar Technical Institute in Reko Diq.

  • Indus Hospital Health Network: IGFC Balochistan (South) recently visited Indus Hospital Reko Diq, which is run by the Reko Diq Mining Company. The hospital is a crucial healthcare facility for residents of Nokundi, serving approximately 200 patients daily. It offers 24-hour emergency and maternal health services, free medication, diagnostic services, and laboratory tests. Recognizing the hospital’s importance, IGFC Balochistan (South) announced a donation of Rs 1 million to assist with healthcare services.
  • Hunar Technical Institute: This vocational training institute, also operated by the Reko Diq Mining Company, aims to equip Baloch youth with modern technical skills. At present, around 400 male and female students are enrolled in various skill development programs. These initiatives will play a key role in enhancing employment opportunities and improving the socio-economic conditions of the region.

Conclusion: A Step Towards Economic and Security Stability

The approval of Rs 1.79 billion for security at Reko Diq underscores the government’s commitment to safeguarding this strategically important project. As Reko Diq progresses towards full-scale mining operations, the financial and security measures implemented will play a critical role in ensuring sustainable development and fostering investor confidence in Pakistan’s mineral wealth.

With the additional security arrangements in place, the project is expected to proceed smoothly, benefiting not just the national economy but also the local communities who are already witnessing the early rewards of this massive investment. The government’s focus on both security and social development reflects a balanced approach to making Reko Diq a model for future mining projects in the country.
