Apna Ghar Scheme Cuts Documents to 5, Processing Time to 15 Days

Islamabad, October 14, 2026 — The government has simplified the application process for the Prime Minister’s Apna Ghar housing scheme, reducing the number of required documents from 25 to just five and limiting application processing time to 15 working days.

The reforms were shared during a high-level meeting chaired by Prime Minister Shehbaz Sharif to review access to financing for housing, small and medium-sized enterprises (SMEs), and the agriculture sector.

Officials informed the meeting that loans worth Rs448 billion had been approved for 75,198 applicants under the Apna Ghar scheme. So far, Rs76 billion in loans have been disbursed to 14,000 beneficiaries.

The government has set a target of providing Rs700 billion in housing finance for 125,000 residential units during the current year.

The briefing also highlighted progress in agricultural and SME financing. Agricultural loans have reached Rs1,352 billion, benefiting approximately 3.455 million people. By June 2027, the government aims to increase agricultural lending to Rs1,500 billion and expand the number of beneficiaries to 4.5 million.

In the SME sector, more than 352,000 businesses have received loans totalling Rs1,137 billion. The target for June 2027 is to raise SME financing to Rs1,500 billion and increase the number of borrowing businesses to 575,000.

Prime Minister Shehbaz Sharif stressed that timely access to financing for housing, agriculture and SMEs was essential for economic growth and national development. He urged banks to improve their performance, particularly those that have yet to meet expectations in supporting the priority sectors.

The prime minister directed the relevant ministries, secretaries and the State Bank of Pakistan to consult stakeholders and submit recommendations by the end of October to make existing financing schemes more effective.

He also called for the inactive PASSCO warehouses and silos to be operated through public-private partnerships to improve grain storage capacity and help farmers preserve their produce safely.

The prime minister appreciated Allied Bank’s model of establishing grain storage facilities and providing loans to farmers against stored commodities. He directed officials to explore expanding the model with private-sector participation.

He also welcomed Allied Bank’s proposed investment plan for an SME park and instructed officials to simplify the process for applicants seeking housing finance, including facilitating access to clear property title documents.

The committee working on developer financing was directed to finalise and submit its recommendations at the earliest.

The measures aim to improve access to credit, reduce administrative hurdles and strengthen financing opportunities for households, farmers and small businesses.
