Bilal Azhar Kayani said that there are three clauses in it. The first clause says that if you have not submitted your party certificate as a candidate showing your affiliation with your party before the returning officer, then you will be considered as an independent candidate. , this is also something that has been clarified in the constitution and law and this is something that no person and no party contesting elections can deny, it is acceptable.
He said that the second thing we have amended is that if any party does not submit its list of reserved seats within the stipulated time, which is also mentioned in the Election Act, then that party is not entitled to the reserved seats after the elections. May be, this is again something which we find contained in Section 104 of the Elections Act and which we have further clarified.
According to Bilal Azhar, the third thing proposed in the bill was that if an independent candidate contests the election and wins, then when he decides to join a party, his decision is final and cannot be reversed. Again, this is something that is backed by the Constitution.
He said that when we presented these three clauses in the Standing Committee of Parliamentary Affairs, who was also the leader of the opposition, they talked about it in all kinds of ways, but no one could reveal anything in the bill that was against the constitution and the law. contradict with
Regarding the decision of the Supreme Court on specific seats, he said that decisions can be wrong and in my opinion, this is a decision that is not correct and is against the constitution.
Regarding the recent minority decision of the Supreme Court, he said that the same thing has been said in this case that Tehreek-e-Insaf is not a party in this case.
