Shaza Fatima Reveals Latest Figures for PM Fuel Relief Scheme
ISLAMABAD, September 25, 2026: Federal Minister for Information Technology and Telecommunication Shaza Fatima Khawaja said around 5.8 million people have registered under the Prime Minister’s fuel relief scheme, with approximately 6.1 million tokens generated and 4.7 million beneficiaries receiving fuel so far.
Speaking at a press conference alongside State Minister for Finance Bilal Azhar Kayani, Shaza Fatima said the government had removed the previous five-litre limit for motorcycles, rickshaws and Qingqi vehicles following public feedback.
She said the ownership requirement had also been removed for motorcycle and rickshaw users who operate rented vehicles. Eligible users can register a vehicle even if they are not its owner, while registration is required only once. A token must then be obtained before visiting a petrol station.
Who is eligible?
The scheme covers:
- Motorcycles
- Rickshaws
- Qingqi vehicles
- Cars with engine capacity of up to 800cc
Motorcycle and rickshaw users can receive a Rs500 fuel token once a week, without the five-litre restriction. Eligible vehicles up to 800cc can receive a Rs100-per-litre discount for 10 litres against each token.
According to Shaza Fatima, around 4.7 million people have benefited within eight days across all four provinces, Islamabad, Azad Jammu and Kashmir, and Gilgit-Baltistan.
She thanked petrol pump dealers, oil marketing companies and OGRA for supporting implementation of the scheme and urged petrol station staff to help eligible citizens with registration and provide information about the facility.
Live monitoring of fuel relief scheme
The minister said the government was conducting live monitoring through a dedicated dashboard, with updates being provided approximately every four hours. Complaints and public feedback were also being monitored.
She said the Petroleum Ministry, Finance Ministry, State Bank, Prime Minister’s Office, Ministry of Information and other institutions had collaborated to make the scheme operational from both technical and logistical perspectives.
The government has also addressed token-validation problems at petrol stations in areas experiencing internet connectivity issues.
Shaza Fatima said around 23,000 people in Azad Kashmir and approximately 5,000 in Gilgit-Baltistan had redeemed their fuel tokens, with further growth expected.
Rs500 weekly relief for motorcycles
The minister said the scheme was designed to provide relief to citizens amid higher fuel prices. Motorcycle users can receive Rs500 worth of free petrol every week, amounting to up to Rs2,000 monthly, while eligible small-car users can receive relief of up to Rs3,000 per month.
She said the Rs100-per-litre relief for small cars was almost equivalent to the total petrol taxes paid by such users.
Shaza Fatima stressed that the scheme was operational at petrol stations and was not merely a paper-based programme. She said registration could be completed within minutes, after which eligible citizens could obtain their tokens and fuel.
One vehicle per CNIC
Regarding eligibility, she said vehicles registered against an individual’s CNIC with an engine capacity of up to 800cc were eligible, regardless of whether they were being used for ride-hailing or other purposes.
However, vehicles registered in the name of companies were excluded from the scheme.
She added that SMS registration was available free of charge, and citizens could contact 9771 for registration and assistance.
The minister said provincial governments and local administrations were playing an important role in supervising the programme. Around three meetings were being held daily to review implementation, while officials were also monitoring the situation on the ground.
She said she had personally visited petrol stations where citizens were facing difficulties to observe the implementation process.
The government is also using a live GIS map to monitor petrol stations and identify facilities where the scheme is being utilized, she added.
Government monitoring older vehicles
Responding to questions about older motorcycles, Shaza Fatima said she had observed very few cases involving motorcycles registered before 2006.
She said some older cars, including FX models, were also present, but maintained that most of the people targeted by the subsidy were benefiting from the facility.
She said the programme was continuing smoothly and petrol stations were being paid within a 24-hour cycle.
The minister clarified that only one vehicle can be registered against a single CNIC under the Prime Minister’s fuel relief scheme.
