BISP, PSDF Partner to Provide Vocational Training for Women and Youth in Punjab
LAHORE, July 31, 2026: The Benazir Income Support Programme (BISP) and the Punjab Skills Development Fund (PSDF) have signed a Memorandum of Understanding (MoU) to jointly provide market-driven vocational training to women and youth from vulnerable communities across Punjab under the Benazir Hunarmand Programme.
The MoU signing ceremony was held at the PSDF office in Lahore. Senior officials from both organisations attended the event, including DG CI BISP Syeda Adeela Bokhari, DG Punjab BISP Haider Murtaza, Deputy Director (NSER Punjab) Roheena Iqbal, Focal Person Benazir Hunarmand Programme Humaira Farooq, and Regional Outreach Coordinator Nayab Jan.
PSDF was represented by its Chief Executive Officer Ahmed Khan, Manager Program Design Ummara Zeeshan, Jafar Ali, and other programme design specialists.
Under the partnership, BISP will identify and mobilise eligible beneficiaries through its regional offices and the National Socio-Economic Registry (NSER). In addition, eligible candidates will be able to self-register through the Benazir Hunarmand Portal.
PSDF will deliver industry-relevant vocational training, provide learning materials, offer stipends where applicable, and award co-branded certifications recognised by the National Vocational and Technical Training Commission (NAVTTC). The certifications will also align with the Higher Education Commission’s National Vocational Qualifications Framework (NVQF).
The collaboration aims to equip women and young people with market-relevant skills, improve their employability, and create sustainable livelihood opportunities.
Officials said the partnership will establish a structured pathway that enables beneficiaries to transition from social protection programmes to long-term employment and economic self-reliance.
