BISP Launches Digital Wallet for Women Beneficiaries

Islamabad July 14, 2026 :Chairperson Benazir Income Support Programme (BISP), Senator Rubina Khalid, held a live E-Katcheri today at BISP Headquarters through the Programme’s official Facebook page. During the interactive session, women beneficiaries from across the country called in to share their concerns, seek guidance and raise issues related to the Programme.


Addressing the participants, Senator Rubina Khalid stated that, under the special directives of the President of Pakistan, Mr. Asif Ali Zardari and the Prime Minister, Mr. Muhammad Shehbaz Sharif, BISP has introduced a new Digital Wallet system to make payments more convenient, transparent and secure for deserving women. She explained that the initiative is designed to eliminate long queues, overcrowding and unnecessary waiting while ensuring a safer, more dignified and user-friendly payment experience.


She acknowledged that, as with any new system, some initial challenges may arise during the transition period. However, she expressed confidence that the system would become increasingly efficient and convenient over time. Under the new payment mechanism, beneficiaries will be able to withdraw their funds from any authorized bank retailer at any time of their convenience


The Chairperson urged beneficiaries who have not yet collected their free Benazir SIM from a BISP office, or who obtained a SIM through any other source, to visit their nearest BISP office and receive the officially issued Benazir SIM. She emphasized that Benazir Kafaalat payments will only be transferred to the Digital Wallet linked with the officially issued Benazir SIM.


She further advised beneficiaries to bring their original Computerized National Identity Card (CNIC) and personal mobile phone when collecting their SIM. They should ensure that the SIM is inserted into their own mobile phone by the designated staff and keep their mobile number safely recorded for future reference.


Senator Rubina Khalid informed participants that beneficiaries will receive an SMS notification once funds have been credited to their Digital Wallet. After withdrawing the amount, they will receive another confirmation message containing complete details of the amount transferred and withdrawn. These messages will enable beneficiaries to verify that they have received their full payment.


She warned that if any retailer deducts money unlawfully or fails to disburse the full amount, beneficiaries should immediately demand the complete payment by referring to the SMS notification and report the matter to BISP staff or through the BISP Helpline.


The Chairperson also advised women beneficiaries never to hand over their mobile phones to retailers while receiving payments, stressing that only the original CNIC and biometric verification are required to complete the transaction. She urged beneficiaries to keep their mobile phones with them at all times to prevent anyone from deleting SMS notifications or complaint-related information.


She further explained that funds will remain safely stored in beneficiaries’ Digital Wallets, eliminating the need for immediate withdrawal. Beneficiaries may collect their payments at their convenience, including on Saturdays and Sundays. She also instructed beneficiaries to receive payments only from authorized bank retailer outlets and never from private residences or any unauthorized locations.


Senator Rubina Khalid appealed to beneficiaries not to believe rumours or unverified information circulating on social media. She advised them to obtain authentic information, guidance, or register complaints only through BISP’s official social media platforms, their nearest BISP office, or the BISP Helpline at 0800-26477.


She further informed participants that BISP’s official Facebook page carries the photograph of Shaheed Mohtarma Benazir Bhutto along with the blue verification badge, enabling beneficiaries to identify the authentic platform for Programme-related information.


During the live E-Katcheri, women beneficiaries raised a range of questions and highlighted issues concerning the Programme. The Chairperson directed the relevant officers to take immediate action and ensure timely resolution of all genuine complaints. She emphasized that the trust and cooperation of beneficiaries are vital for the continued improvement of the Programme.


Senator Rubina Khalid also reassured beneficiaries that they should not be intimidated by threats or misinformation, clarifying that no individual has the authority to suspend the financial assistance of any eligible woman. She encouraged beneficiaries to report complaints without fear so that prompt action can be taken against those involved in malpractice or exploitation.
