Saudi Arabia implements strict laws, fines of millions of riyals for violations

Riyadh: New laws have been introduced in Saudi Arabia to protect public facilities and ensure their uninterrupted use, under which those who tamper with roads, flood drainage systems, water, electricity meters and other public services will be fined heavily.

According to the new regulations, those who intentionally damage, obstruct or block public roads or flood drainage systems will be fined up to a maximum of 100,000 riyals. These fines are intended to cover up to 75 percent of the cost of repairs.

According to Gulf media, if a group or individuals commit violations together, they will be collectively punished and will have to compensate for other damages in addition to the repair costs. In case of failure in this regard, legal action will be taken under the State Revenue Law.

Additionally, in case of unauthorized construction or damage to roads and drainage systems, a fine of up to 10% will be imposed, with a limit of 100,000 riyals. If permission is obtained, this fine can be reduced to 5%.

Illegal encroachers who dig holes or cut roads for personal gain will have to pay a fine of up to 50,000 riyals.

In addition, those who disrupt public roads with petroleum products or hazardous materials such as dirt will be fined up to 3,000 riyals.

Those who tamper with water, electricity meters, public telephone devices or railway systems will also be fined up to 3,000 riyals. Those who provide illegal access to a public facility will face a fine of 2,000 riyals.

Repeat offenders will be fined double, which is equal to the maximum penalty. The head of the competent authority will have the authority to make these decisions.
